Explanation of Ordinance 39-25 and Resolution 01-25 – Proposed Safety Levy
The City of Obetz is beginning the legal process required to place a 1% income tax increase on the November 2025 ballot. This proposed levy would increase the City’s income tax rate from 2.5% to 3.5%, with all additional funds dedicated to safety services—including our existing police department and future emergency response capabilities.
At the July 14, 2025 meeting, Ordinance 39-25 will receive its first reading. This ordinance authorizes the increase, but it will not be passed tonight. It will go through a second reading at a future meeting. After that, Council intends to table the ordinance pending the results of the public vote.
Resolution 01-25 is also on the agenda tonight. This resolution is required to submit the ordinance to the voters for approval. If adopted, it ensures that the question appears on the November 4, 2025 general election ballot. It will be discussed at the July 14th Council meeting; and, Council will act on that resolution at the next Council meeting on July 28th.
To be clear:
- No new tax is being imposed at this time.
- This process is procedural and required by law to place the levy before voters.
- Only the voters of Obetz can decide whether this 1% safety levy is enacted.
Because ordinances and resolutions are listed on the agenda by title, we understand that it may appear the tax is already being enacted. That is not the case. This is about giving residents the right to vote on the proposal.
