Experience:

              United States Navy and United States Naval Reserve, November 2008 to Present. Navy Job classification is Yeoman which is an administrative/human resources specialist. As a Yeoman, performed administrative and clerical work. Dealt with protocol, Naval directives, enlisted evaluations, commissioned officer fitness reports, Naval messages, visitors, telephone calls and mail (both conventional and electronic). Began as an enlisted Seaman Recruit (E-1) and currently Chief Petty Officer (E-7). Duties of a Chief are; Senior Enlisted Deckplate Leader that actively teaches, upholds, and enforces Navy Standards. Uses Institutional and Technical expertise focusing on experience and technical knowledge to produce a well-trained enlisted and officer team.

              City of Obetz, December 2014 to present. Started as the Assistant to the City Administrator before assuming role as HR Manager in 2016. Transitioned to HR Director in October 2019 in conjunction with the role of City Administrator’s Assistant.

Derek Duncan has been with the City of Obetz since December 2014. A “hometown kid,” Derek grew up in Obetz and graduated from Hamilton Township High School in 2008. His current role for the City is the Director of Human Resources. Previously, he was the Human Resources Manager and has also concurrently retained his role as the Assistant to the City Administrator which was his original position upon joining the Obetz Team. As the HR Director, Derek manages the human capital of the City by administering the health benefits plan for 65 full-time employees, which includes: Insurance policies (medical, dental, vision, life, additional life, accident) and short-term disability. He also oversees the employee training activities, job safety protocols, health and wellness program, and the employee performance review process. In a less technical sense, Derek is the link between the employees and the executive leadership in Obetz. He helps to distribute administrative orders and recommendations to employees while also delivering feedback to leadership to ensure both are copacetic in their relationship to maintain the most efficient workforce on behalf of the community.

As of this year, Derek obtained his Master of Business Administration from the University of Maryland Global Campus. In addition, he is a proud alumnus of The Ohio State University, where he graduated in August 2015 with a Bachelor of Arts in Sociology (cum laude). Derek also has a Professional in Human Resources Certification (PHR) from the Human Resources Certification Institute (HRCI), which he has held since February 2018.            

Derek enlisted in the United States Navy in 2008 and was Honorably Discharged in 2012. Immediately after, he joined the United States Naval Reserves where he presently serves with the Special Operations Command, Central as a Chief Petty Officer (Pay Grade, E-7). Derek’s job classification in the Navy is a Yeoman which is an administrative/human resources specialist. As a Yeoman, he performed administrative and clerical work, as well as, administered protocol, Naval directives, enlisted evaluations, commissioned officer fitness reports, Naval messages, interacted with visitors, fielded telephone calls, and managed mail (both conventional and electronic). Furthermore, as a Chief Petty Officer, he serves as a senior enlisted deckplate leader that actively teaches, upholds, and enforces Navy standards. He does so by utilizing his institutional and technical expertise—founded on experience, technical knowledge, and an extensive training and qualification record—to produce a well-trained enlisted and officer team.

On the whole, Derek is a staunch public servant. His entire professional life has centered around the service to his country, community, and fellow associates in the Navy and Obetz. His background and experience in administration and human resources plays a vital role in the success of the City and the prosperity of its workforce.
